The public API (everything exported from hallpass) is now committed to under semver. Adds CHANGELOG.md summarizing the 1.0 surface, sets the status to stable, and moves the Development Status classifier to Production/Stable. No code change from 0.24; this is the stability commitment and the changelog. 254 tests, mypy --strict, ruff (whole repo), catalog freshness all green.
