In this PR following issues has been resolved:
#252 : user cannot add empty rows, dublicates rows, same legal name with empty identifier twice, after editing rows if two rows are similar it will give error.
#245 : Now email addresses treated in a case-insensitive manner so that capitalization differences do not create duplicate person entries.
