@weihuang-jedi Your changes look good to me. Since this PR will not affect the RTs on our primary supported platforms, there is no need to run the RTs on the RDHPCs. I confirmed that there are no baseline changes to the RTs.

In order for more general users to use UPP, we want to make UPP being able to compile on native AWS (as a new computing platform, or machine). This is a part of making Global-Workflow porting to native AWS.
The new changes have compiled on native AWS,
and Global-Workflow low-res test cases run successfully on native AWS.
