schema-publish.sh: sync with OAS sibling

Sync improvements from OAS sibling script:

• Create jekyll lander markdown file if it doesn't exist, that is for new major/minor releases
• Improved log on what happened
• Use commit date instead of author date to derive schema file name, that is the date when the schema changes were merged into the dev branch
