This PR adds new reusable workflow called test_reusable_workflow.yml which lets you test reusable workflows in other repositories. Using this, we have added tests for test, format_check, and make_docs so that any change sin them will be tested in IMASggd.jl, SOLPS2imas.jl, and FusionSyntheticDiagnostics.jl repos.
