Summary

Use --async for gcloud builds submit to avoid log streaming permission error
Poll build status until completion
Added logging.viewer role to deploy SA

Test plan

Cloud Build succeeded on previous run (just couldn't stream logs)
Deploy workflow passes end-to-end on merge
