Add live-enabled strategy catalog

Summary

• add a public live-enabled strategy catalog for the switch console
• include the runtime-enabled HK profiles: dividend-gold defensive, global ETF tactical, and low-vol dividend quality snapshot
• serve strategy profiles via /api/strategy-profiles with KV/env/asset fallback
• update docs and validation so future profile additions follow the catalog path
