PR from the series that is migrating changes from uai-develop to the develop branch.
Clang linker on Windows does not understand the --gc-sections option. The PR excluded that option when compiling on Windows. The adequate PR has been submitted to the ROCm/llvm-project: ROCm/llvm-project#2091
