Move PASSPORT_NFC_ROADMAP.md from the repo root into docs/ (git mv, history preserved) and update the one in-repo reference (docs/archive/2026-04-16/README.md) to the new docs/ path. Dropped the filename from the structure-lock allowed_root_files so it can't reappear at root.
