Move RUNBOOK_PAPER_PREP.md and iBeta_PAD_Level1_Submission_Package.md from the repo root into docs/ (git mv, history preserved). Updated the 6 in-repo references (paper/sections 01/09/11 + within the iBeta package) to the new docs/ paths, and dropped both filenames from the structure-lock allowed_root_files so they can't reappear at root.

Moves two root-clutter docs into
