Pre-cortical orienting structure. SC = visual / attention orienting; IC = auditory / cross-modal. Fires BEFORE cortex on novel-pattern signals to bias attention rapidly. - Migration 080: 3 tables. 5 seeded patterns (new_entity_seen, unusual_query_structure, content_type_shift, audio_burst, cross_modal_disagree). - 4 MCP tools: status, orient, register_pattern, history. - 8 tests.
