chore: add release workflow for v1.0.0

[Taure]

Summary

• Add cliff.toml for conventional commit changelog generation (initial_tag = v1.0.0)
• Add release job to CI workflow (runs on push to main, after CI passes)
• Upgrade erlang-ci reference to v2.0.9
• Move permissions to top level

On merge, the release workflow will auto-create the v1.0.0 tag and GitHub release with a changelog.
