This introduces a new S:line with regex patters that are checked against private messages, channel messages, quit messages and/or part messages.
If a channel or private message matches against a regex pattern, a service will be queried as to whether the message shall be allowed or blocked.
A part of quit message matching against a regex pattern will be ignored.
