Completes the Pioneer-issue-template retirement across the three siblings (skills #8, community #16). The 'Claim Pioneer Seat ($49/mo locked for life)' template references the retired Founding 5 program; current offer is Assist / Pay-as-you-go / Co-pilot / Autopilot with no GitHub-issue signup.

pioneer-claim.mdtemplate invites users to claim a retired Founding 5 Pioneer seat ($49/mo locked for life). Safe delete; orthogonal to the src/ tool work. Reversible via history.
