Terms for Service Translation Support

• Adds Translation Support for the TOS page [Only applies to USA English]

This fix only applies to English for the time being, for some reason i can't generate the other pages, so ill leave as English for the time being.

But i also wanted to make this change for a couple of reasons.

1. Almost every page is translated except for the TOS, EULA, Privacy Policy (to my knowledge).
2. We're pushing Just-Eat beta in a couple of days and most countries that are going to be supported at launch are mostly not primary-English speaking countries. So i figured now is a good time to add translation support for this.
