See Issue #1356. This corrects an NPE when trying to instantiate an IOB (IBUF) using
Design.createAndPlaceIOB(). The code was only configured for Series 7 and UltraScale IOBs, this add support for UltraScale+ (Versal support will need to be provided in a future update).
