Add DNS and CIDR search mode for marker matching

  • Introduces a new DNS-based search mode for environment markers, allowing IP and CIDR notation matching.
  • Updates localization files for new options.
  • Migrates from global to per-marker search mode.
  • Adds a 'Don't Sync Marker Data' option.
  • Refactors background script to support DNS resolution and CIDR matching.
  • Updates manifests and build artifacts for version 3.1.0.
