Fix mentor modal i18n and improve AI feedback quality

• localize mentor setup alert dialog text on problem page for EN/KO
• improve app/api/review-code response quality with stricter prompt constraints, lower temperature, and low-signal fallback
• improve app/api/analyze-code feedback quality with low-signal detection and deterministic test-grounded fallback for suggestion/detailed feedback

• pnpm exec tsc --noEmit

• pnpm exec eslint was unavailable in this environment because eslint is not installed as an executable in the workspace.
