Summary: Add README.md with project info, badges, and timeline.

Files to Modify:

• README.md — create new file with description, badges, usage, timeline

Implementation Steps:

1. Create README.md at repo root.
2. Add project title and one-paragraph description.
3. Add badges line (build, version, license, coverage if exist).
4. Add sections: Installation, Usage, Contributing, License.
5. Add Timeline section. List key milestones with dates or quarters.
