Description
This PR fixes the stale
SCANCODE_DATA_BASE_URLinsrc/scancode/api.pywhich was still pointing tonexBinstead ofaboutcode-org.I also found and fixed another stale link in
src/licensedcode/templates/license_details.htmlthat had the same issue.This addresses the immediate fix requested in #4642.
