The Live Timing Offset slider now supports delays up to 5 minutes to accommodate longer streaming-service lag.

The Live Timing Offset slider now supports delays up to 5 minutes to
accommodate longer streaming-service lag. Above 60s the value renders
as M:SS (e.g. -2:30) in both the modal and the compact chip, and
±30s quick-adjust buttons make it practical to reach the new range
without endless clicks.

Also adds backend/scripts/download_test_session.py — pulls .jsonStream
files from the F1 static API into backend/data/live_test/ so the live
endpoint's test replayer can simulate a session locally. The path
matches the hint in routers/live.py's "no data" error message.
