Rationale for this change
During a recent review I noticed that our imports are not sorted consistently throughout the code base. This is a minor annoyance and the nightly version of
cargo fmthas two features to clean these up.What changes are included in this PR?
Enables nightly fmt in pre-commit and CI. Applies to the existing code base.
Are there any user-facing changes?
None. This has code formatting only.
