🎨 Palette: Enhance Reports Modal with iconography and ARIA roles

💡 What: Enhanced the Reports Modal by adding visual iconography and improving accessibility.

• Added role="tablist", role="tab", and role="tabpanel" to the Reports Modal navigation for screen reader support.
• Added unit sprites to the Units report to improve visual identification of units.
• Replaced text headers in the Resources report with ResourceIcon components for better scannability.

🎯 Why: Dense data tables are hard to parse mentally. Visual icons allow for 'recognition over recall', making the reports more intuitive. Proper ARIA roles ensure the interface is accessible to all users.

♿ Accessibility: Implemented the WAI-ARIA Tab pattern and added sr-only text for icon-based headers.
