Integrate external testing of MH with Uniform Target Distribution#195

Restricted to only testing on 1D Uniform target distributions. Functioning, but *not* tested or carefully reviewed yet. This include one test suite definition file for a passing test using a normal step distribution as well as a file for a failing test using a uniform step distribution.
