Adds CIP-1694 governance and mempool docs to Adder and a new Telegram DRep alert guide. Updates examples and commands to v0.39.1, standardizes long -- flags and input.* event types, refreshes indexes, and adds a Mac guide placeholder.

  • Output/logging: adds --logging-level, --output-log-format (text|json), and Telegram output (--output-telegram-bot-token, --output-telegram-chat-id, parse mode default HTML, disable preview).
  • Guides/examples: updates Linux commands to v0.39.1; converts Examples 1–4 to -- flags and input.*; adds Example 5 “Watch a DRep and get an Alert in Telegram” with BotFather setup and alert triggers; updates examples index with Telegram/DRep; Mac guide now shows “Coming Soon”.
