This PR updates the
PROTOVALIDATElint rule to supportfield mask rules. It also adds a test for this and updates the
protovalidate version used for our tests.
This also does the same check for
construles that is alreadydone with other rules that have
const, and also checks forconflicts between
inandnot_inrules.Fixes #4248
