Set explicit SV Security sidebar title

Summary

• Fixes TOC for Super Validator Deployment has wrong title case for "Sv security" and the page is missing #417.
• Restores the full SV Security page content from the previously generated Security Hardening page that already redirected to /global-synchronizer/production-operations/sv-security.
• Keeps the explicit sidebarTitle: "SV Security" so the sidebar does not infer Sv security from the slug.
• Fills the missing included Splice sections for third-party Daml app guidance, KMS context, GCP/AWS KMS configuration, migration guidance, and CometBFT governance-key handling.
