Correctly set watchdog state after reset. Add param initialisation in ConfigInterval for USB Mode Check if INTERVAL has been achieved : USB mode
After first moving detected, a timeout (MOVE_TIMEOUT) is set to not send a new moving if some stop occur during this timeout, the timeout is reset after each stop. Add two params in the case of the node is Always Moving and stop. So after MAX_NBSTART restart detected during MOVE_TIMEOUT time, the node will send data after the second timeout MOVE_INTERVAL has expired.

Add some changes also in TheThingsNode.cpp to get timing watchdog works ok with USB connected
