This PR adds Adds a new dedicated page covering how to add custom certificates to Chainguard Container images using Custom Assembly, and moves that content out of the existing custom-assembly-chainctl.md guide.

Why are we making this change?
Custom certificate support in Custom Assembly was previously undocumented or buried. Splitting it into its own page (custom-assembly-certs.md) makes the feature easier to discover and keeps the chainctl guide focused.
