Phase-2 L1T: Update data files for latest development

These updates are needed for cms-sw/cmssw#50174

Change log:

• Update files for MET computation (@JunwonTomOh) original PR: Synchronize L1 MET code with CMSSW main branch, fix phi calculation for HLS testbench, and temporarily add JSON files p2l1pfp/cmssw#143
• Update files for HGC hadron calibration, original PRs: Make corrector for pt calibration able to run without ROOT for HLS test-bench p2l1pfp/cmssw#144 and Support for FW test-benches p2l1pfp/cmssw#138
