- detects maintainer-file PRs from maintainer-d audit logs first
- scans open GitHub PRs for changes to the current maintainers.yaml file
- surfaces an open PR notice on the dot-project route
- removes reviewer requests for .project PRs and keeps GitHub mentions as the notification path
- removes generic TODO comments from maintainer-file previews and submitted patches
