chore(cli): Removing package subcommand from 'update'

Looking at OMS commands, I saw the package subcommand was both under update and download, but with the 'download' behaviour which seems unexpected and misleading.
This is visible within the help for example with examples showing a different command

% ./oms-cli update package --help                     
Download a specific version of a Codesphere package
To list available packages, run oms list packages.

Usage:
  oms update package [flags]

Examples:
# Download Codesphere version 1.55.0
$ oms-cli download package --version codesphere-v1.55.0

# Download lite package of Codesphere version 1.55.0
$ oms-cli download package --version codesphere-v1.55.0 --file installer-lite.tar.gz
