This PR implements SingleDelete and DeleteRange methods in the high-level C# API (RocksDb.cs and SstFileWriter.cs), exposing functionality available in the native RocksDB library. It also adds necessary wrappers in the native interop layer and includes unit tests covering these new methods.

- Added unit tests in `Tests/NewApiTests.cs`.
