SPEC.md §Principles duplicated each principle's long-form prose — now that every principle's text is owned by its plugin (`<sym>_text()` / `<sym>_principle_text()`), the duplication is an SSOT hazard (the plugin's own g1). - §Principles is now a 16-row index table (순번 · id · owner plugin · default_on) — no prose duplication. The domain-meta-domain section is retitled as the universal convention reference (it is bigger than a one-liner; the principle text itself is owned by guard-domain-lint). - SPEC.md top banner: drop the "per-principle rewrite = doc-debt" note (now done — §Principles is the index). - AGENTS.tape id002: "principle-array-state / 13 entries" → "principle-set-state" — 16 principles, each plugin-owned (5 guard-merge + 11 principle-<id>), GOVERNANCE_PRINCIPLES = [].
