This PR implements the June 2026 weekly mission for the L6 Engagement Engine (v5.18.0).

Key Changes:

  • Hardware-Aware Gamification: Introduced the Hardware Health Guardian achievement, rewarding drivers who utilize reliable grid segments (zero regional alarms, fetched from L4 via Redis).
  • Telemetry Standardization: Implemented the safeFloat utility to ensure all physics and confidence scores are formatted as 4-decimal strings, satisfying the requirements for Phase 6 L11 ML Engine training data parity.
  • Cross-Layer Metadata: Enriched Kafka events and push notifications with site-specific and regional alarm context.
  • Platform Sync: Updated PLATFORM_STATUS.md and MASTER_BACKLOG.md to reflect the June 2026 engineering status and the transition to hardware-aware resilience.

Verification:

  • Successfully ran npm test in services/06-engagement-engine/.
  • All 31 tests passed, including new verification for safeFloat and achievement triggers.
  • Verified document integrity and version synchronization across the monorepo.
