This update implements the June 2026 Hardware-Aware Resilience strategy for the Token Engine. Key changes include:

  • Implementation of applyHardwarePenalty logic, reducing reward multipliers by 0.05 per active regional alarm (capped at 0.30) with a 0.1x floor.
  • Hardening of the safeFloat utility to enforce strict 4-decimal string formatting with a '0.0000' fallback for L11 ML Engine parity.
  • Consolidation of the extractSiteId helper to remove duplicate declarations and ensure robust site identification.
  • Expansion of the test suite with tests/hardware_penalty.test.js to verify penalty logic, capping, and telemetry precision.
  • Synchronization of platform documentation (PLATFORM_STATUS.md, MASTER_BACKLOG.md) and service versioning to the v10.1.6 standard.
