Changes

Enable test task caching in turbo.json (was cache: false); adds inputs and outputs so Turbo can cache test results when source is unchanged
Wire TURBO_TOKEN / TURBO_TEAM secrets to all CI steps that were missing them: web test, contracts fmt, clippy, and test
Remote cache signature verification (signature: true) was already enabled

Acceptance criteria

Turborepo remote cache configured (Vercel — uses TURBO_TOKEN + TURBO_TEAM)
Cache hit rate > 70% for unchanged packages (test/lint/build tasks now cacheable)
CI build time reduced by at least 40% on cache hits
Cache invalidation works correctly on dependency changes (via inputs fingerprinting)
