I dislike scrolling because it takes a long time. Filling the page is possible, but when numbers aren't in rows of 10, they aren't in a predictable spot, which makes them hard to select quickly.
I agree that the numbers are small though. The sliding popup was meant to help with that, but it isn't obvious that it exists.
Another option might be to just use a large 10-digit pad:
As soon as the chapter is disambiguated, it would immediately open. For some books, you would have to tap a "Go" button or something. For example, chapter 2 in a 27-chapter book.
