Updates TimescaleDB plugin_version to 2.26.4, replacing automated PRs #9, #10, #20, #34, #35, #38, and #42.
Also updates the Earthfile package pinning to use the PostgreSQL-specific packagecloud build suffix (for example, PostgreSQL 17.9 -> 1709), with fallback to the legacy unsuffixed Debian version for older packages.
