[draft/sketch] Direct entrypoint

I will probably not finish this PR, but keeping it here in case I have some more ideas how to accomplish it.

The initial set up is there for creating a local workunit run which would help to use the same app for non-interactive processing.

For resource flow applications things should generally be OK-ish already.
However in general the dispatch action will struggle with this and we might only be able to provide local runs for some type of dispatch actions.

This would be another motivation to provide a generic dataset based dispatch implementation.
