本 PR 增加了 FlagTree 中 Metax 后端的环境配置与依赖缓存逻辑。
1.配置了 Metax 定制 LLVM 和 metaxlib 依赖包的下载与提取逻辑。
2.处理 .so .bc mlir-opt
