Update Terraform provider versions and fix the configurations to work on Azure after upgrade

• Bump azurerm provider version to 4.38.0 in various configurations.
• Update helm provider version to 3.0.2 and ensure consistent formatting.
• Refactor output values for better readability by aligning assignments.
• Adjust Kubernetes cluster settings for auto-scaling and API versioning.
• Clean up unnecessary lines and improve variable definitions in multiple modules.
• Ensure consistent use of storage_account_id instead of storage_account_name in storage configurations.
• Update MLflow and Seldon Helm releases to include version specifications.

IMPORTANT: This changes have been tested with recommendation matcha-example, but not the llm one.
