This pull request renames several CI/CD skills to a consistent google-cicd-* naming convention and updates the README.md to reflect the transition from slash commands to skill-based activation. It also updates the list of required Google Cloud APIs and documentation links. Review feedback identified a duplicated API entry and a minor grammatical error in the documentation.
Removed duplicate entry for Cloud Storage API in the list.
