chore: remove redundant govulncheck install task

Summary

Remove the extra install task from Taskfile.yml.

The repository already runs govulncheck without a separate install step:

• CI uses golang/govulncheck-action@v1
• Local task uses go run golang.org/x/vuln/cmd/govulncheck@latest ./...

So the added install task was unnecessary and has been removed.

Change

• Delete install task from Taskfile.yml
