Adding the SOSE notebook tutorial and yaml budget file.
Also add download and install information in the README.
In order to save time, the README indicates how to install the datasets directly from the Zenodo archives, while we go through the introduction part of the tutorial.
The README also indicates to pip install version 0.5.5 of the package.
