Description
Due to accuracy issues, QDQ stripping is failing with OpenVINO 2026.0. This PR reenables OVEP-level QDQ stripping until the accuracy fix is merged. This change builds on PR #926 as the OV nightly builds are now numbered as 2026.1 instead of 2026.0
