feat(docs): redirect to query instead change state

Summary

This patch adds tab navigation through query params instead of react state.

Changes

• Remove currentDoc state
• Calculate the currentDoc outside useEffect
• Fetch content when searchParams changes
• Use <Link> instead buttons to navigate between tabs

Misc

• Move docs variable outside component
