Adds a completed Clawpatch task record under
tasks/complete/documenting that the PostgreSQL build/test coverage finding (fnd_sig-feat-release-51170e0f9c-5084_7f56aedbab) was revalidated as fixed on top of PR #134, with no new application or test code in this PR.The file captures assumptions (fixes likely from PR #133), a finished checklist (revalidate, skip source changes, run
