Adds a Copilot skill at .claude/skills/cadre-release/SKILL.md with step-by-step instructions for publishing @cadre-dev/cadre and @cadre-dev/framework to npm.

Covers:

  • Bumping versions and creating PRs
  • Verifying versions before tagging
  • Triggering publish.yml (via GitHub Release) and publish-framework.yml (via tag push)
  • Releasing both packages together
  • Fixing bad tags
