test(p2p-17): add validation harness and sample configs (#671)

Summary

• Add the validation harnesses, operational scripts, and sample configs after product logic settles.
• Keep this slice free of new product-path behavior and unrelated script churn.

Design

• Separate proof and validation assets from runtime and telemetry code so review stays operational.
• Keep rollout material explicit and reusable for bench, proof, and cluster validation workflows.

Implementation

• Add the read-acceleration integration test, proof driver, forwarder helper, and P2P test scripts.
• Add sample cluster configs for P2P rollout and validation scenarios.

Verification

• Build the proof driver and compile the read-acceleration test target.
• Run the forwarder test and shell syntax checks for the added scripts.
